OTTAWA — Dennis Tharp is the new city utilities director. Tharp, who has worked for the city for 14 years, has served as the interim utilities director since November, when Jim Bradley retired. He will oversee the power plant. Under a reorganization of the department, David Buehler will be assistant director of utilities and will oversee the sewer and water plants. Jeff Oleson will assistant director of utilities and will oversee the warehouse. “Dennis brings private and public sector experience to this position, which is greatly beneficial to the residents of Ottawa,” city manager Richard Nienstedt said. “During Dennis’ time as interim director, he has shown the ability to reach out to employees and residents, work with his management team to focus on training and safety needs, address long-range planning and take steps to continue to provide efficient and quality service.” About 40 percent of the city’s employees work in the utilities department.
