Gas storage safety rider praised

WASHINGTON — The U.S. Senate Commerce Committee added a provision this week that instructs the Pipeline and Hazardous Materials Safety Administration to develop standards for safer pipelines and underground gas storage. U.S. Sen. Jerry Moran of Kansas is a member of the committee and he praised the provision, saying that it was needed. Moran and U.S. Sen. Pat Roberts of Kansas are also pushing a bill that would allow states to monitor wellbores in interstate underground gas storage facilities. They’re trying to reverse a federal court ruling that the Kansas Corporation commission can’t monitor storage fields if the gas in those facilities is in interstate transportation. Although the state is banned from inspecting such facilities, they say federal regulators have been unwilling or unable to do so. In 2001, stored gas leaked from storage caves causing explosions that killed two people and leveled part of Hutchinson’s downtown. In Kansas, there are 11 interstate underground storage sites, including two in Anderson County, containing more than 270 billion cubic feet of gas.
