Second part of school aid lawsuit to be argued

TOPEKA — The other shoe has dropped in the Gannon lawsuit concerning how the state funds public education.  One week after settling the first half of the Gannon lawsuit, the Kansas Supreme Court has scheduled oral arguments for the second half on Sept. 21 in Topeka.  The first part of the lawsuit dealt with “equity,” oras how the state distributed funding among wealthy and poor school districts.  That was settled when legislators returned to a special session in Topeka  and quickly approved a fix that prevented a shutdown of schools ordered by the high court.  The second part of the lawsuit deals with “adequacy” — is if the state spends enough to support public education.  That part of the suit will likely be more expensive and more controversial than the first part of Gannon.
